CEISSAFP fences military reservation at Cabuyao
The project will be implemented by personnel of 201CECOY, 2CEISG, CEISSAFP as the UPR for the activity is coordination with the Headquarters Philippine Military Academy (HPMA), Northern Luzon Command (NOLCOM), the local government of Tuba thru its Municipal Engineer Office and the Provincial Government of Benguet.
The military reservation houses the Cabuyao Road Relay Station (CBY RRS) which is a unit under CEISSAFP. CBY RRS is a 7,814 hectare-plateau lot located at the peak of Mt. Cabuyao, Sitio Cabuyao, Tuba, Benguet.
On 22 February 1965, a portion of lot was excluded from the Sto. Tomas Forest Reserve (Proclamation No. 581 series 1940) by virtue of Presidential Proclamation 362 that allocates the aforementioned lot for military purpose under the administration of the Chief of Staff, Armed Forces of the Philippines. (CSAFP). That lot was later know as the CBY RRS entrusted under the AFP stewardship.
In March 1965, the Philippine Government allowed the US Military to establish a communication facility by virtue of a Treaty (Exchange of Notes) dated 16 March 1965. To ensure security in the area, American Serviceman constructed two-layered fences: one measuring seven foot cyclone wire with a suspended barbed wire, and another three feet high perimeter fence which is in the outer portion of the reservation.
However, after 27 years of occupation, the US military turned-over the CBY Military Reservation back to the Philippine Armed Forces when they left all its bases in November 1992. The AFP then subsequently delegated the CEISSAFP as the realty administrator.
CEISSAFP hierarchy informs the public that the AFP do not tolerate use of the military-owned property for any private use. Many attempt to encroach into the area with the bid to take advantage of the worn out outer perimeter fence constructed by US Servicemen in 1965 to no avail. Others have claimed ownership of the area but the laws prohibit private ownership of parcel of land previously under Forest Reserve, then further excluded purposely for military use.
The AFP thru CEISSAFP further declare the AFP’s strong stance against squatters, land grabbers and bogus individuals who present themselves as the owners of Cabuyao Military Reservation and offer portions of lots for sale.
