La Trinidad, Benguet (1 August) — The State-of-the-Nation Address of President Gloria Macapagal-Arroyo gathered various reactions from officials of the government.

Benguet Vice Governor Crescencio Pacalso admitted, “If our economy was not affected due to the global financial crunch, our gains could have been higher. I agree with what President Arroyo said that the government is doing right and is doing something about it.”

Pacalso added that the government programs on economy are good, saying, “Our economy is stable. We did not fully feel the global crunch as there were only a few companies that folded up compared to the other countries. We credit the efforts of the administration.”

However, despite the achievements of the government, our problems are still deep which were passed on by the previous administrations, Pacalso said. “There was a slight decrease in poverty and there were job placements, but the problems are still there. We could hardly cope due to the increasing ratio of population perhaps,” he further added.

On the part of Board Member Rogelio Leon, he said, “Our economy showed good statistics. It showed good growth compared to the past administration. However, generally, the effects could not be directly felt. But in the case of Kapangan, I could see how the administration has truly helped in the infrastructure project particularly the Acop-Kapangan-Kibungan road. Aside from the P60 million fund, there were also additional funds earmarked for the project,” he further said.

Tuba Mayor Florencio Bentrez commented everything the President said is true supported by statistics. There was truly an improvement in economy such as infrastructure, health services otherwise we could have been greatly affected by the global economic crunch.

Kapangan Mayor Roberto Canuto expressed his gratitude saying, “I am happy that the

President emphasized education as one important feature of her governance. In our case in Kapangan, aside from the free tuition fee in public schools, the national government is also subsidizing half of the tuition fee of a private school in our area, the St. Theresa’s High School. It has also granted scholarships to deserving college students. TESDA also sponsored lots of skills training and development in the area.”

He thinks the President has done a lot for the economy of the government. Some results might yet be forthcoming and there are still economic policies to be realized.

But Canuto still believes that the President has done much on the improvement of Gross Domestic Product/Gross National Product. The President is successful in the financial management of the country as we are not so much affected by the global economic crunch which was mostly suffered by the western countries, he further said. CEISSAFP fences military reservation at Cabuyao

Tuba, Benguet (1 August) — The hierarchy of Communications, Electronics and Information Systems Service, Armed Forces of the Philippines (CEISSAFP) announces the start of fencing project of the military reservation at Sitio Guisset, Cabuyao, Tuba, Benguet on July 23, 2009 in compliance to orders of the Armed Forces of the Philippines.

The project will be implemented by personnel of 201CECOY, 2CEISG, CEISSAFP as the UPR for the activity is coordination with the Headquarters Philippine Military Academy (HPMA), Northern Luzon Command (NOLCOM), the local government of Tuba thru its Municipal Engineer Office and the Provincial Government of Benguet.

The military reservation houses the Cabuyao Road Relay Station (CBY RRS) which is a unit under CEISSAFP. CBY RRS is a 7,814 hectare-plateau lot located at the peak of Mt. Cabuyao, Sitio Cabuyao, Tuba, Benguet.

On 22 February 1965, a portion of lot was excluded from the Sto. Tomas Forest Reserve (Proclamation No. 581 series 1940) by virtue of Presidential Proclamation 362 that allocates the aforementioned lot for military purpose under the administration of the Chief of Staff, Armed Forces of the Philippines. (CSAFP). That lot was later know as the CBY RRS entrusted under the AFP stewardship.

In March 1965, the Philippine Government allowed the US Military to establish a communication facility by virtue of a Treaty (Exchange of Notes) dated 16 March 1965. To ensure security in the area, American Serviceman constructed two-layered fences: one measuring seven foot cyclone wire with a suspended barbed wire, and another three feet high perimeter fence which is in the outer portion of the reservation.

However, after 27 years of occupation, the US military turned-over the CBY Military Reservation back to the Philippine Armed Forces when they left all its bases in November 1992. The AFP then subsequently delegated the CEISSAFP as the realty administrator.

CEISSAFP hierarchy informs the public that the AFP do not tolerate use of the military-owned property for any private use. Many attempt to encroach into the area with the bid to take advantage of the worn out outer perimeter fence constructed by US Servicemen in 1965 to no avail. Others have claimed ownership of the area but the laws prohibit private ownership of parcel of land previously under Forest Reserve, then further excluded purposely for military use.

The AFP thru CEISSAFP further declare the AFP’s strong stance against squatters, land grabbers and bogus individuals who present themselves as the owners of Cabuyao Military Reservation and offer portions of lots for sale.

Concerned individuals who have knowledge of any transactions that involve mutual agreement, sale of lease of the military reservation at Cabuyao, please report to nearby Police Station, or to Headquarters, 201CECOY, 2CEISG, CEISSAFP at 442-2201 local 3130 or text 09064590175. (naghahanap)
